Item is New, meaning it is unopened but it is a factory reseal, meaning it was damaged, sent back to the manufacturer and resealed in plastic wrap. Return Policy: Returns will only be accepted if condition of item is verified before return shipment. This means buyer has to send pictures before the return of item(s). If item is new or treated as new, returns will not be accepted if the item has been opened or will be treated to a severely reduced refund (75% of purchased price, not including any other fees). It was packaged very well and because he lives locally we arranged a meeting so we could receive the items. They look exactly as appeared in photos and are as described. It was great value for them. Because we are locally we didn't worry about shipping for receiving them item.
